On May 19, 2020, the US Department of Homeland Security issued a
Memorandum of Identification of Essential Critical Infrastructure Workers
during the COVID-19 response, which on the last page of the 18 page document (attached) classifies as critical workers supporting the sale, transportation, and installation of manufactured homes
Also included are “workers responsible for handling property management, maintenance’ etc. and “workers responsible for the leasing of residential properties to provide individuals and families with ready access to available housing”.
Page 16 (attached) also includes workers in financial services
as critical infrastructure workers.
It is our understanding that these guidelines are in concert with
those previously issued by Governor Newsom.
