1. The new requirements for solar panels are in the California Title 24 of the Code of Regulations and are applicable only to site-built and factory-built (modular) homes as well as other buildings covered by Title 24.
2. Energy requirements for manufactured homes are detailed in the Code of Federal Regulations 24, part 3280 and 3282 which preempts all state and local requirements. These regulations are also detailed in the California Code of Regulations Title 25, chapter 3, beginning with section 3000, which confirms the preemption of manufactured home standards.
3. The California Title 24 solar requirements are preempted and consequently do not apply to manufactured housing. We have confirmed this position with HCD on several occasions.
